Do you know what it is, or what it is used for? This tool was made back in the 60's by a tradie to help him in his work as to buy one it would cost him a week wages. To buy one today it would cost around $100 No its not a scraper!
We might need a clue @r23on!
I assume there something in the leather case that connects to the tool?

a clue carpenters / cabinet makers mainly used them or similar

Its a handle to hold the blade of a spoke shave. The blade slides in the slot and the screw is tightened to support the blade. Because the blade is much shorter than a plan blade for may it is difficult to hold and maintain the angle of 25 deg's. As the blade is moved forwad many would role the blade giving the blade a roled edge, not great for cutting.
