Our house built 13 years ago is on the beach front. How do I deal with and paint rust that has seeped through the render on the corner where I assume there is a metal bead underneath?

That's a bit of a tricky one. You've obviously had water enter the wall, and it's likely carried salt with it. This issue is only going to get progressively worse as the building ages. You need to have a professional look at the roof and determine how the water is entering the facade. Only once you've stopped the moisture from entering the wall, you will be able to stem the deterioration of the steel render trims.
The band-aid solution here is just to keep repainting the wall every time the rust stains re-appear. Before repainting, I suggest using a stain blocker like Zinsser 1L CoverStain Primer Sealer. Depending on the amount of time it's taken to get to this point, re-painting with a stain blocker could last several years.
