Our house has horse hair plaster board walls and the previous paint job in the late 1990s early 2000s is peeling in sections and is easily scratched.
we want to repaint the walls but don’t know if we need to sand them back first or do any special undercoat

Welcome to the Bunnings Workshop community @ineke. It's wonderful to have you join us, and many thanks for your question about painting bare plaster walls.
You'll need to remove the degraded and delaminating paint with scrapers and/or by sanding. Depending on the amount of damage sustained to the plaster in the process, you might need to skim-coat the wall and sand again to achieve a smooth result.
Once you've removed the paint and have a smooth surface, apply Dulux 1L PRECISION White Sealer Binder. This is the only primer that is suitable for bare plaster.
Remember your PPE, including a face mask, goggles and gloves.
There's a risk of asbestos exposure from homes built or renovated before 1990. Before starting any work, determine if asbestos is present by having your home assessed and taking necessary precautions to protect yourself and others. Access resources from the Asbestos Safety and Eradication Agency for guidance on safe practices.
