In the house I'm in, the holder for the heater zapper wiggles so the screw and rawlplug are now too small for the hole. Any suggestions? Thanks in advance.

Is it possible to get some photos of the problem spot? Also, how heavy is the heater?
It is fairly likely that you will have to get a new plasterboard anchor such as these Ramset Nylon WallMate Plasterboard Anchors and move the location of the heater. If the heater is particularly heavy, you can use an anchor rated to a higher weight capacity such as these Ramset Super Wallmate Toggle Anchors.
Once you've installed the new plasterboard anchors, you can patch the hole in the plasterboard with a Selleys Spakfilla Wall Repair Kit, give it a sand and then some paint to match the rest of the wall.

I'd say you will.
Keep in mind, you're going to have to shift the new plasterboard anchors over at least 50mm to ensure you aren't fracturing the existing plasterboard.
