If I put a frame around alsonite and then screw that up between carport and fence, will that reduce noise from neighbours. Or Hardie plank?

Using Polycarbonate or Hardie plank between your carport and fence may provide a slight reduction in noise, but it’s unlikely to make a significant difference in blocking sound from your neighbours. While materials like these can create a physical barrier, they aren't specifically designed for soundproofing, so the overall effect on noise levels may not be noticeable. For more effective noise reduction, you might consider using products that are specifically designed to absorb or block sound.
One option is SoundSheild or R2.0 Acoustic Insulation Batts, which are made for acoustic insulation and can be placed between the frame and cladding to improve soundproofing.
Additionally, sealing any gaps around the edges of your installation would help prevent sound from leaking through. If you still prefer to use cladding materials like Polycarbonate or Hardie plank, you could sandwich the insulation between them.
