We have looked for paint but it all seems to be for paving or concrete. We had strips on but they come off. steps are 108 cm by 25 cm and lead to clothesline.

Thank you for your question on how to make your outdoor steps no slip.
I'd suggest using whatever outdoor paint you'd like and adding some Berger Jet Dry Clear True Grip.
They are tiny plastic beads that will make the painted surface extremely gritty and will give you some great slip resistance.
They say that they are for use with concrete and paving paint, but I can tell you from personal experience having used them on a number of commercial projects, it will work with any paint you add it to.

Another thought that I've had that could work for you is to add sand to the paint.
This is what line marking crews do so the lines they paint on roads, carparks and the like are not slippery underfoot.
I'd suggest a coarse landscaping sand is great for this purpose.
