Hi all!
I am wanting to remove the table legs and secure the bar to the railing instead. Looking for some advice on how to secure it give the size and weight (270cm long). Struggling to find the right bracket. thanks!

Probably a good thing you couldn't find one. There must be a building code manual for safety rails as thick as your forearm - can't imagine it would condone a heavy wooden bar being attached.
Was your idea to help with cleaning/washing/sweeping the balcony without interference from the legs?
Legs all getting rusted.

I know little about Strata title - would you be allowed to attach anything to the concrete - below the rail?

I totally agree with @Noyade regarding the attachment of your table to the balcony wall. I believe there are rules and regulations regarding this. Plus, I think there are construction codes that prevent you from doing this as it becomes hazard for individuals to climb onto.
However, if you wish to double check, please speak to your building manager or home-owners association regarding your balcony.
As an alternative, I propose restoring and repainting your steel legs so that they don't rust any further.
