Recently moved and have this outdoor tap that isn't currently usable due to the water spraying out the sides. Is it just a matter of getting a wrench and opening up or tightening that bottom attachment? Thanks

That device screwed onto the tap is a vacuum breaker. A vacuum breaker on a garden tap prevents backflow and siphoning of contaminated water into the potable water supply by allowing air to enter the system when a negative pressure is detected. The vacuum breaker on your tap appears to have failed and needs replacing. It's unlikely that there are serviceable parts within it or that simply tightening it would resolve the issue.
I'd recommend having the tap replaced with a Brasshards 20mm Hose Tap with Integrated Vacuum Breaker. Alternatively, if the vacuum breaker on your tap can be unscrewed, it could be replaced with a Brasshards 20mm Vacuum Breaker; some are permanently attached.
