Do you need a permit for building a deck?

Good.morning. 

Just joined and already learning but I have some questions. 

My wife and I are looking at building a deck. It will be in the back corner of the yard and be off the ground. We possible might want electrical but we not sure yet and then a pegola at some point. Is it true that the deck has to be 900mm off the fence? We are debating on weather we do this ourselves or get a contractor to do this. Building permits? Does a deck need one? Very new to this as this our first house. We are based in Yanchep so our council would be Wanneroo. Any advise would be amazing.
