My wife now has mobility problems, and can no longer access our swim spa using a stem ladder. I was going to build steps, but she said she would be unable to use them.
I wish to build an access ramp up along the side of the swim spa.
What materials will I use? Timber or steel?

A really commendable project you've decided to embark on. I'm sure the community will be thrilled to assist.
It would likely be easier to use timber unless you have experience with steel. An issue you'll need to overcome is that there is a maximum gradient to ramps that directly relates to ease of access. The longer the ramp, the easier it will be to access. You might need to make the ramp wrap around two sides of the spa to get the desired ramp slope. I feel that if the ramp is only on one side, the incline will be too steep to navigate. I've created the below renderings for you to help illustrate a possible construction process.
Working off a 3000mm wide spa, the ramp I've rendered would be 13 degrees, and the platform 700mm high. You might like to consider the ramp wrapping around the spa to reduce the incline. This would be important if you intend to be able to access the ramp with a wheelchair in the future.
