Hey all! I am in need of ideas on best material to use to cover pergola. I have tried to use a tarp already but it’s not effective and when it rains there’s no proper drainage system.

Is this a temporary solution or a permanent installation? Typically the best material to cover a pergola roof would be roof sheeting. Given roof sheeting needs to be screwed into the frame from the top, and this is the second floor, I'd recommend enlisting the services of a professional to complete the installation.
If you are only looking to provide shade to the area and do not need to keep the rain off it, then you could consider using shadecloth or screening. There's also a fantastic range of decorative panels that can add interest to the area. These options would allow the rainwater to flow through them instead of being trapped as with the tarp.
