Welcome to the Bunnings Workshop community @libbyloo246. It's terrific to have you join us, and many thanks for your question about water flow.
Just to clarify, is the issue at the moment that there is no cold water flowing to your tap? The water comes from the mini tap on the wall under the sink, which has two lines connected to it. I suspect the tap might just be turned off to prevent water from flowing through the dishwasher's open inlet hose.
You could either connect the dishwasher and turn the hose back on or block the dishwasher's hose and turn the water back on. Here's a helpful guide: How to connect a dishwasher. To block the inlet hose so you can turn the tap on, a 1/2-inch threaded stop needs to be screwed into the end of the pipe. It would be best to have a plumber do this to ensure the fitting doesn't leak.
Please let me know if you have any questions.

Hi Mitchell,
thank you for your reply! We figured there must be a ‘stop’ or something missing - and yes for clarification (sorry), we’ve had to leave the inlet Valve off otherwise water just runs out of the hose, so what you’ve said makes sense.
assuming the man must have removed that stop to connect the dishwasher
Hi @libbyloo246
There is always the possibility that the hose to your tap is on the wrong outlet of the valve, try swapping them over and see what happens.
