I want my new bench tops to have the same height as the existing ones. The current cabinets are 70 cm above the kickboards which are 13.5 cm. This is lower by 3 cm than the standard base cabinet (72 cm) with legs (if 14.5 cm). Is it possible to adjust the legs so they are lower, i.e. 11.5 cm?

Welcome to the Bunnings Workshop community. It's wonderful to have you join us and thank you for sharing your question about your Kaboodle base cabinet.
If I recall correctly the Kaboodle legs can be adjusted down to a height of 100mm. I'll double check that for you when I contact Kaboodle. Any lower than that and you'll need to build a timber plinth to serve as the legs for the cabinet. The common timber sizes you can use are 90x45 and 70x35.
If I understand correctly, your kitchen is 70mm lower than the standard Kaboodle cabinet. A standard Kaboodle cabinet with a 40mm benchtop on it is usually 900mm tall. This would make your kitchen cabinet 830mm in height. Please let me know if I'm wrong, however, if my calculations are correct the adjustment necessary is outside the ability of the Kaboodle adjustable legs.
If that is the case, I can only suggest building a timber base for your new cabinets.

Thanks for a prompt and comprehensive reply.
I probably wasn't clear about my dimensions - the cabinet height is ~70 cm (a bit tricky to measure accurately because of access), while the total height currently is 86.2 cm, including the bench top (32mm) and "legs/kickboard" (135mm).. So if the standard Kaboodle assembly is 90 cm and the legs can be adjusted to a minimum of 100mm, if I'm correct it will work for us, we'd just need a smaller kickboard corresponding to the leg height.
Another option could be to go for a thinner bench top, like 28mm instead of 38mm.
But please confirm if I'm not missing something.

I believe you've covered all the bases. If you decide to go for the smaller kick board, I suggest cutting down a regular kickboard down to the height that you need. It would technically be an easier way to do it, and you get to keep the option of having a 32mm benchtop.
I also recommend visiting your local store and speaking to the In-Store Kitchen Specialist. They'll be able to show you the Kaboodle adjustable foot. You'll also be able to see the actual base cabinets and their actual height fully assembled.
