I think it was sabotage. Looks like a clean cut?
Hi @Noyade
Did you check for any evidence left behind at the scene such as empty bags of chips and empty bottles of beer? I suggest cutting straight through and using a PVC pipe to join together and clamp with Kinetic 21 - 44mm 316 Stainless Steel Hose Clamp.

To add to @EricL's great suggestion, you could try some self-fusing tape. I've used it to repair a pool hose that was well past its used-by date. It had several sections damaged worse than this and successfully sealed them. Just start about 30mm on either side of the cut and bind the area making sure to pull the tape tight enough that it moulds into the ribs.

Thanks Eric and Mitchell.
My wife wants a new vacuum cleaner - I'm sure she did this deliberately.
Interesting tape Mitchell - that's what I love about this site, always learning about products.
Unfortunately I missed your post and went with humble duct tape - it'll suffice till we buy a new one. 🤔
Cheers!
