Want to hang a frame of 150cm x 150cm approximately 25-30KG heavy, it has 2 horizontal wooden bar (please refer photo).
What would be the safest? Hanging it on multiple hooks or fix two wooden bars on the wall and place it on those? Or something else?

I agree with your proposal of using timber pieces on your wall to support the wooden frame. By using this technique, you can screw the timber bars to the stud wall and then screw the frames top timber piece to the timber bars fixed to your wall. It will provide better support than just anchoring it to the plaster wall.
