How to fix flaking paint on window frames?

I suspect when my verandahs were closed in in the 40s (to accomodate 6 children in a 4 room cottage) that damp proofing wasn’t a high priority. The paint has lifted as shown and I wondered if this product, designed for concrete/masonry would work on wood? I last painted them 20 years ago (with a turps paint, properly sanded and undercoated) and it wasn’t a job I want to be repeating too often - 10 double hung windows. Also what paint would people recommend please and any other solutions to the damp problem.

Just an update. I did more sanding than I ever want to do again and used Taubmans 3in1 sealer primer undercoat before applying 2 top coats to 9 windows in Semi gloss (another brand sorry) colour Dulux Lime White 1/4 strength. I want to leave it a while before completely closing the lower sashes hence the cat food props Another job ticked off from rain drenched Queensland!

Thank you Mitchell I’m pretty pleased (it looks so much nicer in real life and amazing on a sunny day!) and wonder why I procrastinated for so long.
