A So this will depend on if you are art skilled as to a DIY I would use thick acrylic brush paints, or spray cans.
B Hire an artist to do this check out their other works first. Hire a rogue graffiti artist and put their skills into good practice.
C There are companies that make large whole wall sized printed murals if you can find one uv stable i would put villa board on the fence and glue the mural flat to that.

If you're comfortable using spray cans, they might actually be a great option for painting a mural on your Colorbond fence. If you’re new to it, it might take a little practice to get the technique right, so testing on some scrap surfaces first can help build confidence.
For a more controlled approach, you could also use masking tape for sharp edges or to section off parts of the design, helping you create a neat and professional-looking mural.
