For tiling around pools, you can use Davco SMP Evo Tile Adhesive. This is a cement-based tile adhesive that is suitable for swimming pools and spas.
Start by priming the substrate with Davco Ultraprime Primer following the manufacturer's instructions for application. I note that they mention render should be left to cure for 7 days before priming.
Use a 6mm notched trowel to apply the adhesive to the wall and press your mosaic tiles into place ensuring the tile compresses and "breaks" the notches. Breaking the notches creates a vacuum that will suction the tile to the surface.
