I have cracked terracotta tiles (303mmx303mm) on the patio and need to replace them. I have spares. Some tiles will need to be cut to size. (shorten)
What tool do I need to cut the tiles to size.
What tool do I need to cut out the grout in order to chisel out the cracked tiles?
Tiles that need to be removed are on a top step, so I can get a chisel in at the front.

It sounds like an angle grinder and a diamond disc would do most of the job for you. You'll be able to use it to cut the tiles and grout. Make sure to wear appropriate PPE whilst cutting as the tiles will through off quite a bit of dust and debris.
The other option would be a multi-tool with its diamond blade grout cutter attachment. However, this tool isn't going to cut the tile at any significant speed. You'd likely need to hire a tile cutter for the job as well.
