Hi I have an area that we laid some peddles and planted a few plants. It appears this area is holds water so much it becomes stagnant. May I please get a cheaper solution to stop the water from filling up and damaging my plants.

Thank you for sharing your question about removing stagnant water in your plant area. The best way to remove this stagnant water is to add water drainage beneath the pebbles. I suggest having quick look at this discussion - How to install garden drainage by @Adam_W. You can also look at this featured project - Drainage to fix a muddy lawn by @Ben. Both these guides are applicable to your current standing water problem.
It might be necessary to add more soil to level the area. I suggest planning out where the drain hoses will go and in what direction the water will flow out.
