Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about refurbishing your steel bench.

To refurbish your steel bench the old chipping paint must be removed first, I propose using a Josco 100mm Strip-It Wheel in combination with a detail sander. Using these two tools you'll be able to thoroughly sand all the paint off the steel bench.
