If the pavers are evenly spaced there should be no issue with drainage as it will spread out to the side towards your pebbles. But if you are building something like a Paved Pathway, then installing drainage on either side would be necessary. I've placed a photo manipulated sample image below to give you a bit of inspiration in regards to the layout.

To achieve what you have done in the photo, will I need to remove the existing mulch, add road base, paver sand, then pebbles and pavers?

I suggest removing the mulch and re-using it in another section of your garden. I also recommend having a look at this discussion - Travertine pavers and gravel garden path by @TaylerMayd. It's an excellent example of how you can put together the paved walkway with pebbles.
