Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about installing shade cloth.
In order not to damage your balustrade with staples, I suggest building a simple timber frame using 42 x 18mm 5.4m Moulding H3 Treated Pine FJ Primed 4 Edge Pencil Round LOSP. You can build the frame to suit your needs, and it can be mounted using a minimal amount of screws. Depending on the type of shade cloth you're after, I propose having a look at Coolaroo 3.66m Graphite 90% UV Heavy Duty People Cover Shade Cloth. The shade cloth can be stapled to the frame and the frame can be mounted right in front of the balustrade.
