How to hang Festoon lights on backyard metallic fence?

I'm working on a little backyard improvement project and need your inputs please,

What should I use to hang/clip Festoon lights on our backyard metal fences? 

Recommendation for any non drilling options available pls?

You might like to check under the capping piece to see if there is a little lip which a Zenith 50 x 4mm Zinc Plated S Hook could be attached. If so, you could add a series of hooks along the capping to hold your festive lights.

I also just came across these Arlec 16mm Black Magnetic Gutter Hooks that look like they would do the job and could be attached to the panel of top capping.
