Besser blocks caps are missing or loose.
I want to reattach the tops and I thought I would clean and remove the old concrete and have bought a bag of mortar to cement them back in place but I have seen where many just use a glue and I not sure about that.
What is the best and long term solution?

You can either bed the capping back in place with a cement mortar or glue them back with an adhesive. Both methods will work and be a long-term solution. If the existing mortar has come loose and chipped away, then I'd suggest you bed the capping back in with mortar, so the capping sits flush with the sounding caps. If the mortar is still stuck to the capping or top block, I'd advise using the adhesive as only a thin layer is needed, allowing the capping to sit flush. If the mortar is still present and you add more mortar over it, that cap with sit proud of the rest.
If you haven't used mortar on blockwork before, then using the adhesive would be the easier option.
