I'm not 100% sure what the purpose of this outlet is as the pipe I've placed an arrow towards appears to be the overflow outlet on your tank.
Is it possible to get a photo of these pipes from further back showing what they connect with and where they run to?
It looks like the pipe you are looking at could be designed to act as a backflow prevention device if the pipe it's attached to becomes overloaded. I imagine this will only come into play during very heavy rains like we have been experiencing at present.
It looks to be working as intended, so I wouldn't worry about it. There is a tap adaptor that will allow you to attach a suitably sized hose so any water exiting this fitting can be directed to either a garden bed or a drainage area if you are concerned.

Thanks for sharing the images – they certainly help to get a better understanding of what you're dealing with, although I'm afraid I’m not entirely certain of the specifics of your setup.
The pipe you’ve highlighted could be part of a number of things, including but not limited to an overflow system, a venting mechanism, or, possibly, some form of backflow prevention, though the exact function depends on how your tank is configured.
Unfortunately, I can't tell you with certainty what the purpose of this pipe is based on your images alone.
It might be worth contacting the tradesperson who installed the pipes to ask what the intended purpose of this pipe is.
