I want to fill the space between the outdoor steps created by the concrete settlement. Attached the images for reference.

I'd recommend you remove as much of the loose grouting as possible. A grout saw, or an oscillating tool with a diamond bit will be useful. Once you have removed the compromised grout, I'd recommend replacing it with Sikaflex 11FC. This is a highly flexible sealant used in expansion joints. Due to its flexibility, it will help prevent further cracking associated with cement-based grout.
