Any advice on how to build a 3.3m x 1.5m deck for a cubby and laid on existing gravel.

Welcome to the Bunnings workshop community. It's splendid to have you join us, and thank you for sharing your question about building a cubby deck.
I suggest having a quick look at this discussion - Cubby house base ideas? by @SxcMnx. There was a fantastic recommendation of using 200 x 50mm 2.4m Treated Pine Sleeper H4 and 90 x 19mm L/M Decking Merbau SpecRite Pre Oiled KD Select to build a platform that will allow you to keep the cubby off the ground. Since you are using H4 sleepers it's perfectly alright to be in contact with the soil. The sleepers and the decking panels can be cut on site so that it fits into your available space.
This would be both cost effective and easy to build, because it doesn't require you to have timber footing or that the frame has to be off the ground.
Please make sure to wear personal protection such as gloves, goggles and a dust mask when working on your cubby timber base.
