How do I screw a camera to cover the hole in the picture, the cable will be connected to the camera. What's the best way to go about it including required tools. Thank you picture

To screw a camera to the soffit, the first thing you’ll want to check is whether the camera's base and fixing locations are large enough to cover the hole in the sheet. If the base is larger, you can create additional holes at the fixing locations and secure the camera to the eaves lining using expanding toggles. These toggles work well in hollow materials like cement sheeting, providing a secure fix even when there’s no solid backing.
If you're working with older buildings, be cautious when drilling into materials like cement sheeting, as it could potentially contain asbestos. It's important to handle such materials carefully and, if necessary, consult a professional for removal or further advice on safely drilling into them.

Thanks. The camera base covers the hole. Is there a video on how to use the expanding toggles to fix it around here?

I'm not aware of any specific videos demonstrating this process, but I can explain. First, pass the screws through the mounting plate and attach the spring toggles to the screws. Then, insert the spring toggles through the holes you’ve drilled in the eave lining. Once through, the toggles will expand behind the surface. As you tighten the screws, the toggles will pull against the back of the sheeting, securing the mounting plate firmly in place.

Had another look, the hole in plasterboard is about 4cm, the distance between the screws on the camera base is about 5cm. What's the best way to install it. Will need to screw in at least 2 of the holes

You should be aiming to utilise all three holes to ensure the camera is as secure as possible.
Try placing the camera against the soffit and marking the holes with a pencil. If you can then provide a photo of the opening, I'd be able to advise whether it will work or not.
If this is not possible with the hole in the soffit, then you may need to add some back blocking to the hole or patch it.

Is it plasterboard or fibro?
Playing outside while the wine chills - I managed (just) to install three M4 bolts with hollow anchors based on your dimensions .
Otherwise as per Jacob - apply a backing, then screw the mount onto it.
My pilot holes are 7.5 mm - but I reckon 7mm would suffice with these fasteners.
