I have a rusted down pipe due to salt water solar coming from pool water.
Welcome to the Bunnings Workshop community @Rocky0327123. It's brilliant to have you join us, and many thanks for your question about fixing a rusted downpipe.
It appears that both of those downpipes are coming to the end of their useful lifespan, and it would be best to replace them. Pipe one could have the rust sanded back, undercoated and re-painted. However, it's hard to tell how much of the metal has already been eaten away. This might only be a band-aid solution for a few more years.
Could you tell our helpful members a bit more about how the pool saltwater affects these pipes? I wouldn't have thought the water from the pool would be coming in contact with them. Is this from water being splashed from the pool? If this is going to be an ongoing problem, I'd advise swapping the metal downpipes out for PVC. You can see how the lower PVC connectors are unaffected, and using PVC for the whole downpipe would be a great long-term solution.
