this towel rail I can't seem to remove. It has damaged the plasterboard underneath. Normally the Allen key would remove the cover but it freely spins inside. How do I get this off?

What was the reason for needing to remove the mount?
It sounds like the grub screw has stripped it's thread, but is still holding on enough to make the removal of the from cover plate difficult. Will you be re-using the mount or replacing it entirely? If you are replacing it, I'd try pushing a flathead screwdriver inside the central hole and then levering down toward the grubscrew. If you're lucky, the top of the cover might pull off the base plate. It will destroy the cover plate in this process.
The other option would be to drill out the grubscrew. Once again, this will likely ruin the cover plate. It could potentially be saved if you were to re-tap the thread of the holes after drilling. This is probably a bit of a mess around, so replacing the towel rail would be your best bet.
