I have 4x 1mm shims because I drilled a bracket too low for my floating shelf. Would the shim stack be better positioned away from the drill hole so it still bears weight, or should I drill through the stack and risk the shims not being screwed tightly?
When I attempted drilling through a stack, they would separate from each other and push the shelf up.

Can you please post a wider photo where the bracket is being installed and tell us what material are you drilling into? If the shim needs to be on that side where the screw is, I suggest drilling a pilot hole through the shims and using a larger and longer screw than what you currently have. Putting the shims at the side away from the drill point is not ideal as it will bend the bracket when it is screwed into place.
