What should I use to waterproof kitchen bench top made of particle board I think see pix

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your benchtop.
Looking at your picture it appears that your sink has come loose and has shifted position. I propose shifting it back to its original position and tightening the sink screws at the bottom to keep it in place. I recommend using Selleys 300g White Wet Area Waterproof Silicone Sealant around the lip of the sink to prevent water from dripping down the sides of your benchtop. I also suggest putting a bead of silicone at the back of the benchtop where it meets the splashback.
This effectively seals the edge of the sink cut out and the back of the benchtop. If the laminate surface has any cracks or large chip damage, I suggest using PC-11 56g White Epoxy Paste to cover the damage. My best advice is to spread the epoxy paste with your thumb and make the repair as flat as possible.
Please remember to wear personal protection such as gloves and goggles when working on your repairs.

What could I do to waterproof the actual benchtop, which I think is laminate. Is there something I could coat it with or cover it with to give it a fresh look and be waterproof.

I'm currently not aware of a single coat sealer for laminate surfaces. There is however a laminate paint that you can use called the Dulux Renovation Range, you can then apply a clear coat on top of the paint itself.
