That's nothing to worry about, just a bit of oxidation. It could go on for 20 years and not cause an issue. You can scrub it off with a kitchen scourer if you want, but it's really no cause for concern. There might be a small leak that's causing it, or it could just be from the solder the plumber used to join the fittings. This is a pretty common occurrence on items made from copper. Once you've cleaned it off, wipe over the pipe with some oil, which will seal the air off from it. Without air, the oxidization can't form.
