I would clean the kitchen range hood with sugar soap to try degreese everything . Not saying they not clean just kitchens always get cooking vapours on them over time.
Further more use a 3in 1 or 4 in 1 Paint water based sealer Primer / undercoat as laminated surfaces are hard for paint to stick to I light sanding will help here to give the paint something to grab. Several brands one example is

I believe you are looking to paint the handles, so I will answer accordingly.
You can use How To Paint Metal, How To Paint A Metal Lamp and How To Use Spray Cans as a guide.
The basic process when painting metal is to thoroughly clean it with sugar soap, then give it a quick sand with some fine grit sandpaper such as this 240 Grit Painted Surface Sandpaper Roll.
Once prepped, apply a coat of metal primer and allow it to dry before applying two coats of your chosen Metal Paint.
