Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about collecting scion wood for grafting.
Scion wood should be cut in late winter or early spring when your tree is dormant, that is, not in active growth and before budburst. This is absolutely crucial to the success of any grafting you do from these scions. In regards to the best time for grafting, I suggest having a quick look at this discussion - Grafting avocado in Melbourne by @rogerleejt.
Our plant guru @Noelle has mentioned that avocados are best grafted in spring to early summer when the sap is flowing well, the scion wood is flexible, and the graft or bud will 'take' fairly quickly. Don't graft or bud in autumn or winter when rootstock and scion are both more mature wood.

That would be around that time, but it's always important to keep pace with the weather as it could shift dramatically. The one thing we can be sure of is natures unpredictability. It's possible that we could have an extended winter or spring could come early.
