In order to give our members a better idea of what the easement looks like, would it be possible for you to post few photos of the area? Once our members see what it looks like we should be able to offer recommendations on the kind of plants you can put in that spot.
Can you also please tell us the condition of the soil and your location.

In addition to some photos as Eric as mentioned, it would be helpful to know why the easement is in place. For example, if it is for drainage then you would need to be careful about what you are planting.
