I'd suggest you check out my answer in this discussion: Holes in soil/yard. Your image of the conical-shaped holes is almost identical, and my best guess would be antlions. They are the larvae of lacewings and create a little conical-shaped death trap that insects fall into and get devoured at the bottom, kind of like the Sarlacc in StarWars. Lacewings are beneficial predatory insects and are especially helpful at removing aphids. So, there's nothing to worry about.
