How to revive patchy hedge?

I have noticed some white wax on my hedges and this last week  patches have started to brown. I’m not to sure what has caused this or what the best solution would be?

I'd have to say, that plant is not looking too good and suspect it is on it's way out. There might be some chance of reviving it, but that would depend on what was afflicting it, and not the surrounding plants. White wax is fairly typical on lilly pilly's but wouldn't normally cause the plant to die. Has anything else gone on that could have potentially bought on it's demise?
