Dear folk
So far I tried twice but I failed to make it work ,,,,I used food scrap (not pine apple, citrus or meat and dairy) and shredded paper and green stuff wit normal bin made holes to ventilation as in the attached pictures and stir it weekly once
Made moist but not soggy,,,,picture showing it is a bit dry as intentionally i left it to dry little bit because I thought might be it is too wet,,,
Do I need to buy worm for initail start or Should I expect the decomposition of food produces worms
Is a problem with my bin setup ?

Yes I think you will need some worms to start the compost bin worm farm or live worm casting.
Kick Start you own local worms I would go around your yard digging in some moist places and collect about 20 worms and drop them into your compost bin to speed up your worm farm project.
Alternately you can buy a worm booster box 500 or a 1000 worms in a box at bunnings,

Keep the wheelie bin in a cool shady spot as those bins can cook your worms in summer heat.

Which I wasn't doing that and I need to find a spot for it

I would encourage you to follow this excellent guide by experienced member @Noelle: How to make compost for your garden.
If you would like to have a worm farm, it would be a great start to purchase a live worm starter kit and it is likely to be easier using a dedicated worm farm rather than a garbage bin. You can learn more with the Bunnings guide How to make a worm farm.
