How to get more broccoli heads?

Our broccoli plants are going really well, but we're not getting a lot of broccoli to eat. The heads are really small. Is there something I can add to the soil to encourage more broccoli flower growth rather than the leaves?

@Alicia, remember you can eat the leaves too! But your plants might not be getting enough water or nutrients. Try something like a liquid fish fertiliser or plant food. Also, you might just need to wait a little longer for the heads to develop.

I always thought broccoli was a noxious weed, not something to grow on purpose!
