How can I find out, what size of garden tap I have?

Can I please ask for some context about your question? Would you like to replace the tap? It certainly looks to be a standard garden tap, and you could obviously use a ruler or tape measure to make sure.

As you can see, the head of the tap is broken and I can't turn it on. So I would like to replace the head. I can see bunnings has 2 sizes, 15mm and 20mm and not sure which will fit the tap.

Rather than replacing the top spindle of the tap, I propose replacing the entire garden tap. In this manner you'll be secure in the knowledge that the tap is brand new. Whereas if you just replaced the top spindle of the garden tap there is the possibility that the body or seating of the tap could give way at any moment due to its age. If your Bunnings store is not too far from your home, I suggest removing the entire tap and bringing it with you to compare it with the repalacment set you'll be getting.

It's rental property, so I don't want to spend to much money to replace entire tap. I just want to replace the top spindle. Owner won't replace it, because tap is in the carport.

If that's the situation, I suggest measuring the base of the spindle to make sure you get the right one. As I mentioned in my last suggestion if the store is close and not too far bring the spindle with you once you've confirmed the right size all you need to do is to drive back home and install the new spindle.
