I'm sorry but Hebel panels are not designed to be used as pavers. Although they are structurally sound it does not have the same strength and weight holding power of full fledge pavers. If you are after plain flat pavers in custom size, I propose building a formwork frame and making your own step pavers out of concrete.

It does not appear you can, I dont think it can handle the stresses of being on the ground and weights traveling over it as I looked at their website to see if it was recomended. Lots of uses yes but as a paver the answer is a no.
How much area do you want to pave? And do you have a photo of the area?
If you are looking for a cheaper option then I would keep an eye out on market place ect as a lot of times I see pavers offered fro free. The only drawback is they tend to go the same day so you need to be prepared to go get them fast.

I'm looking for white pavers. I need to do at least 30 sqm out the back and a driveway which is about 40 sqm. I think I'm going to have to go with pouring them myself to achieve a similar look.
