Looking to attach a timber ledger to steel framed and clad shed for a balcony.
1. What are the best fastening options?
2. Is there a way to make the join between ledger and cladding watertight or at least water resistant without cutting and flashing the trimdeck cladding?

Due to the structural nature of what you are planning, this is beyond the realms of D.I.Y. and would be a question for an engineer and the shed's manufacturer.
The shed manufacturer would help to identify whether they are comfortable with the structure supporting the additional load of a balcony and an engineer will be able to help design a suitable method for this kind of installation.
Insufficient attachment of balconies is the leading cause of their collapse, so it's important you get this right and consult specialists in that area.
