How to fix dripping tap?

My toilet sink tap is dripping water, tried unscrew the cap(marked white) to replace washer but unable to unscrew it, tried with strap wrench still not moving, see photos pls

Any help will be appreciated.

Welcome to the Bunnings Workshop community @amir129. It's wonderful to have you join us, and many thanks for your question about removing a tap flange.

You might like to read through some of the previous discussions on this topic. Conical tap flanges are notoriously difficult to remove due to the lack of grip, especially when they have been siliconed in place.

 

You might like to try wrapping the flange a dozen times with cloth tape to try and create more vertical sides. That might also give the strap wrench something to grip on. Another option might be to put on a pair of rubber washing-up gloves and try to turn it by hand. The rubber will provide more grip on the flange.

I tried wd40 and applied tap to improve the grip still not able to move it. Very stubborn

In some instances, @amir129, people need to destructively remove them as they are stubborn. Either cutting the flange off or crushing it to get a grip.  A replacement like the Estilo Chrome Basin Top Assembly is not overly expensive, if it comes to that.
