I want it matt.
What would you recommend to use as a base and a paint?

Welcome to the Bunnings Workshop community. it's sensational to have you join us, and thanks for sharing your question about painting PVC panels.
I suspect that an aqua enamel paint will work on its surface, but please allow me to double check with our supplier if any particular primer is required before painting it. As soon as we have more information, we'll get back to you.

It would be best to give the surface a quick scuff with some 240-grit sandpaper to abrade and key it. You then need to use a specialised primer such as Dulux 1L PRECISION White Maximum Strength Adhesion Primer, which is suitable for PVC. Once the primer is dry, you can apply your topcoat paint. As @EricL mentioned, Dulux Aquanamel would be a suitable paint to use as the topcoat.

Can I use a circular saw with some tracking attached like Accu-Cut or do I need a plunge/track saw? Hight tooth blade? Specific speed?

Yes, you can use a circular saw or even a track saw to cut the PVC panel. A high tooth blade would be much better of course as you'll get a better cut. The standard speed of your circular saw should suffice. Just keep in mind that both sides must be clamped and supported at the bottom while it is being cut.

I decided to go with 18mm MDF as you guys do not cut PVC in store and I a not ready to buy and learn (yet) a circular saw or invest in expensive plunge one
Can you tell if it will be a good idea to add a coat of https://www.cabots.com.au/product/cabots-cabothane-clear-water-based/ on top of Dulux Aquanamel?

A Dulux primer along with Aquanamel should be enough to protect the MDF panel. I don't recommend mixing and matching different branded paint products as the outcome is unpredictable. Plus, it also voids the warranty of the paint.
