pop up basin waste is damaged and I buy a new one want to replace.
However the old one stucked in there can I tried to use tool to anticlockwise but still cannot loose it.

Is the underside of your basin waste accessible?
In most cases, this waste will be screwed onto the pipe underneath. If it is accessible, it may be as simple as unscrewing the waste from the pipe. The plumber will likely have put a bead of silicone underneath the chrome plate on the waste so it might take some levering to remove.
