How to install Ramset M4 x 8mm Hollow Wall Anchor?

Dear Expert

I uses Ramset M4 x 8mm Hollow Wall Anchor

At a bathroom to install new a toilet roll holder,,,,,I bought the one in the link above assuming the thickness of plasterboard is 13mm

I followed the installation instruction on the box (attached) it says :

1- Drill an 8mm diameter hole into the substrate

2-Tap the anchor into the hole until it is flush with the surface of the substrate

3-,,,,,,etc

I tried to use two wall anchors both of them their legs not expand like the fifth attached photos (from Bunnings website) and hence

the anchors were spinning inside the hole

It's great to hear you've had some success with @Jewelleryrescue's method.

The anchor setting tool would definitely be handy if you plan to use these anchors more in the future.

Do you think Ramset anchor setting tool  would work with Macsim Hollow Wall Anchor as well ?

I can't say I'm sure, but considering how similar their designs are, I'd say it's likely that it would work.
