I assume that I can rotate the spindle off and it needs a carbon washer of some kind ? Looks like previous owners have attacked it already with a metal device as looks pretty scratched !

Have a read through of this helpful step-by-step guide: How to replace a tap washer. The process involves removing the cold button, pulling the handle off, unscrewing the chrome cover flange and then unscrewing the spindle from the wall.
While you have the spindle out, it's best to replace all the washers. This repair kit has everything you need.
