Ever since I replaced the washer, the water does not flow out until I take extra few turns on the tap handle and at the same time it starts to whistle loudly with tremble occasionally.

Welcome to the Bunnings Workshop community. It's fabulous to have you join us, and thanks for sharing your question about a noisy bathroom tap.
Unfortunately, sometimes some jumper washers can produce this noise effect that you are experiencing now. It's difficult to tell the exact cause, some say it is because of the flat bottom of the jumper washer that causes water to pass through the sides creating a resonance.
I had run into the same problem awhile back; I suggest changing your jumper washer to EnduraSeal 12mm Nylon Tap Valves. The angled end of the washer allows for better water flow.
